Creating a CI/CD test case with a private environment doesn't work

This is expected, but if you click the save button it doesn’t give you any reasoning for whats going on and why your CI/CD won’t save. A popup would be very illuminating. Can be confusing.
steps
-create an environment
-set environment to private
-do a bunch of other stuff and come back a couple hours later
-try to make CI/CD test cases
-hit save and nothing happens
-be confused
